Bill Mason chaired Phase Two of the study, which examined the achievement gap, what causes it, and how the community might eliminate it. The study found that the achievement gap is a community responsibility, not just the school's, and that the gap begins before a child enters school and widens due to both in-school and community factors.

Results of Advocacy efforts:
- The Community Foundation announced a 10-year commitment to build public support to eliminate the achievement gap in public education with a Quality Education for all initiative.
- Mayor John Peyton embarked on a comprehensive literacy campaign and is joined by community partners including Duval County School Superintendent, Joseph Wise; the Early Learning Coalition; Jacksonville Regional Chamber of Commerce’s Blue Print for Prosperity Initiative; the Alliance for World Class Education; and the Community Foundation.
