Allan T. Geiger chaired this re-examination of how Jacksonville is addressing its population and economic growth. The Florida Legislature added public schools to the local government comprehensive plans and public safety through interlocal agreements, and the City of Jacksonville has encouraged and funded downtown revitalization.
