Henry Thomas chaired this examination of the role that economic incentives should play in local economic development efforts, which resulted in a formal Economic Incentives Policy through City Council which included claw back provisions and improved monitoring and targeting of incentives.

Results of Advocacy efforts:

• City Council passed Economic Incentives Policy including clawbacks, improved monitoring and targeting of incentives.
• JEDC created an annual report card and citizen’s guide.
