Chester A. Aikens and William E. Scheu co-chaired this study to discover why a disproportionate number of young black males in Jacksonville were failing to survive and thrive. In response, the School Board developed a racial tolerance curriculum and the City of Jacksonville increased contracts to minority-owned companies.
Results of Advocacy efforts:
