Mary Alice Phelan chaired this look at meeting local government financial obligations for the foreseeable future, resulting in a voter-approved ballot proposition which revised the tax cap to exclude growth, a Mayoral Fiscal Policy Commission which made financial management recommendations, and the City Council establishing a permanent commission on Taxation, Revenues, and Utilization of Expenditures.
