Earle Traynham chaired this study of homelessness in Jacksonville's downtown, resulting in the Salvation Army relocating its services to transients outside of the main business district.

Results of Advocacy efforts:

• The Salvation Army changed its relocation plans to  coincide with the proposed location of services for transients on the west side of the central business district.
